Alternate ip address for bsnl?

hi..im using bsnl broadband conection and my download speed is around 40kbps-50kbps..so i need 2 increase my download speed...is ther any tricks 4 it....or can i use someones ip address who is geeting more speed than me...i have tried using others ip bt its showing me this error "tcp/ip cp reported error 735: the requested address was rejected by server"...can any one give me aa sollution 4 this...thanks in advance
